# Proposals And Voting

A proposal is a request for the community to approve an action.

Each Decentralized Autonomous Organization (DAO) has a rule that specifies the minimum number of community tokens a user must hold to submit a proposal. When token holders wish to submit a proposal, they can choose between an executable on-chain proposal, or a no execution community opinion or poll

Then anyone who holds and deposits the community token can vote. Voting power is proportional to deposited tokens.

A proposal passes when:

* YES votes reach the configured approval threshold ( the share of all tokens that must vote Yes for a proposal to pass )
* YES votes strictly exceed NO votes

A tie always resolves as defeated. The NO votes have real power.
